It’s Not Just Math: How Water Rates Drive Policy and Shape Your Community’s Future
Kirk Stinchcombe, MES, MBA, PMP – ECONICS
Setting water rates is challenging, but it’s not just a mathematical problem. When we increase rates or make changes to the rate structure itself, we implicitly move a cluster of different policy drivers. These decisions shape how our water systems perform, and ultimately what our communities will be like in the future. Key drivers include:
- revenue sufficiency – do we have enough to run the system now and forever?
- revenue stability – is the revenue stream consistent from year to year?
- simplicity – do residents understand how they are being charged? Or why?
- affordability – are rates as low as they can be?
- sustainability – are we encouraging people to use water efficiently?
- equity – are customers and customer classes being charged fairly?
This presentation will share ideas about how to use water rates to drive your community’s policy goals. Along the way, it will provide some really useful tips and links to resources that will make the whole rate setting process less work and less of a hassle.
Improvement District Funding and Governance: The Time to Engage is Now

CWSA is actively encouraging the Provincial Government to include Improvement Districts in access to direct funding, in order to preserve and protect the long term needs of our members. North Salt Spring ID met with Assistant Deputy Minister Tara Faganello to discuss their own situation with a compelling argument for grant funds. Meghan will speak about their experience and this important matter of public health.
“Design/Build” vs “Design – Tender – Build”

Collaborative Compliance and Enforcement of the Groundwater Protection Regulation
Ben Robinson, MSc, A.Ag. Groundwater Protection Officer, Min of Forests, Lands and Natural Resource Operations
Under the new Water Sustainability Act, the Ministry of Forests, Lands, Natural Resource Operations and Rural Development’s Water Protection Section and Compliance and Enforcement Branch have joined forces to administer the Groundwater Protection Regulation. This presentation describes the roles of each business area and some of the initiatives that have been implemented to date to create strong working relationships. Focus will be on one joint project in particular – audits of water supply system wells on Vancouver Island. Ben will describe project objectives and outcomes thus far, and the potential for your water supply system well to be included in future projects.
Groundwater Licensing for Waterworks: WSA Requirements and Implementation Update
David Robinson, Senior Authorization Specialist – Water, West Coast Region, Min of Forests, Lands and Natural Resource Operations
The Water Sustainability Act requires existing groundwater users to apply for a water licence prior to March 1, 2019. New groundwater users must apply for a licence before the water can lawfully be diverted, used or stored. David will explain the licensing process and requirements, and will provide an update on the implementation of the WSA specific to groundwater licence applications.
Future Focus: The Way Ahead for Facility Classification and Operator Certification
Kalpna Solanki, CEO, Environmental Operators Certificate Program
Kalpna will provide an update further to last year’s presentation regarding facility classification and be on hand to answer any EOCP related questions

Operational Best Practices in Water Distribution Systems (0.6 CEU’s) Monday April 9, 2018
This one day workshop is intended for operators from large or small distribution systems, whether they are experienced or new in the water distribution field. The goal of the workshop is to refresh operators as to expected best practices in running a utility, and to assess where gaps may exist and, using up to date resources, determine practical steps to address them. Topics include typical operational conditions, cross connection hazards, backflow prevention methods, administering a cross connection program, best practices during new construction, safe dig procedures, sanitary standards, best practices during repairs, unidirectional flushing as a guide to system integrity, and best practices for finished water storage facilities.

Dam Inspection and Maintenance (0.6 CEU’s) Tuesday, April 10, 2018
This one day course covers organizing and preparing a dam safety inspection, evaluation of dams, evaluation of dam stability, identification of visual deficiencies, evaluation of seepage conditions, of spillways and outlets, hydraulic and hydrologic adequacy, and inspection and testing of gates, valves, and other mechanical systems. Recommended for operators who maintain dam safety. This course is also open to Managers, Trustees, and other related parties.
Students will also go on a field trip to visit a dam site.
Instructed by John Baldwin – Civil Engineering Technician with over thirty years experience in dam design, construction, operations, maintenance and regulation. BC Provincial Dam Safety Officer since 2003 located on Vancouver Island.
